The Mechanism of Emerging Corruption:The Combined Effect of Social Environment,Behavioral Motivation,and Digital Technology——A Theoretical Analysis Based on Coleman's Boat
Emerging corruption,as a complex phenomenon accompanying technological advancement and social transformation,presents increasing challenges in governance.However,the existing academic re-search has paid little attention to this issue.Therefore,this paper,based on the theoretical model of"Cole-man's Boat",examines the interaction between/among corruption motives,corruption environment,corrup-tion opportunities,and corruption methods,from the perspectives of social environment,behavioral motiva-tion,and digital technology.Results show the underlying operational mechanisms of emerging corruption:the situational mechanism explains how the corruption environment shapes corruption motives,the formation mechanism clarifies how these motives are converted into actual corrupt behaviors through opportunities and methods,the transformation mechanism illustrates how individual corrupt behaviors accumulate into systemic corruption,and the dynamic mechanism highlights how the interplay between corruption and anti-corruption efforts leads to hidden and increasingly complex forms of corruption.Based on this analysis,the paper propo-ses three policy recommendations:fostering an integrity culture to weaken the foundation for corruption mo-tives,improving institutional and legal systems to close loopholes and strengthen deterrence,and leveraging technological tools to enhance corruption detection and monitoring capabilities,providing effective pathways for curbing emerging corruption.
