In the complex landscape of global artificial intelligence(AI)governance,supertech enter-prises are shaping new geopolitical and regulatory paradigms in unprecedented ways.This study examines the multifaceted roles of these enterprises in global AI governance and the profound challenges they engender.Propelled by the dual forces of globalization and technological revolution,supertech enterprises have rapidly ascended to become not only pioneers of innovation and market leaders but also pivotal actors and rule-mak-ers in global governance.This paper elucidates the intricate interplay of motivations driving these enterpri-ses—a confluence of globalism,nationalism,and technological utopianism—and their nuanced,symbiotic relationship with sovereign states.Our findings reveal that self-regulation,conceived as a strategy of"en-lightened self-interest",has emerged as a crucial pathway for supertech enterprises to engage in and influ-ence global AI governance.However,this model is not without inherent limitations,such as a lack of trans-parency,and risks devolving into a mere instrument of"ethics washing".In response to these challenges,we propose strategies for constructing a more inclusive and resilient global governance architecture,aimed at striking a balance between private capital interests and public welfare.This research provides a theoretical foundation for future policy formulation and international cooperation,seeking to chart a more rational course of governance amidst a complex web of competing interests.
