生成式人工智能的数据赋权逻辑——以应急治理领域为例

摘要
生成式人工智能时代的到来改变了数据的生产、解释、对话与应用方式,催生了全新的生成式数据性质,改变了数据在应急治理领域的赋权逻辑.生成式数据的性质包括合作生产性、跨域通用性与信息补偿性,能够帮助公众突破应急决策体系的技术性壁垒,在公众的表达权、决策权、参与权、知情权等方面有效实现数据的"赋能归权"与"赋能达权".为确保生成式数据在应急治理领域的有效赋权,生成式时代下的应急管理者应建立起对应的治理思维:一是分类逻辑,提高对不同数据决策价值的识别能力;二是分析逻辑,完善应急数据语料库的建立;三是规范机制,提高数据的采集质量与下达效果.
Abstract
The arrival of the generative artificial intelligence era has changed the production,interpre-tation,dialogue and application of data,spawned a new nature of generative data,and changed the empow-erment logic of data in the field of emergency governance.The nature of generative data includes cooperative production cross-domain universality and information compensation,which can help the public break through the technical barriers of the emergency decision-making system,and effectively realize the"empow-erment"and"empowerment"of data in the public's right of expression decision-making participation and right to know."The right of expression"decision-making participation and the right to know are effectively realized.At the same time in order to ensure the effective empowerment of generative data in the field of e-mergency governance,emergency managers in the generative era should also establish the corresponding gov-ernance thinking:First,classification logic to improve the ability to identify the value of different data for decision-making;The second is to analyze logic and improve the establishment of emergency data corpus;The third is to standardize the mechanism,and improve the quality of data collection and the effect of the de-livery.
