摘要
全球范围内数据安全形势日趋严峻,我国作为数据大国高度重视数据安全并持续优化治理框架.但频繁发生的数据安全事件表明,提升数据安全治理效能、切实保障国家数据安全依然任重道远.基于认知与实践交互的路径,在理性认识数据安全治理形势与理论的基础上,廓清数据安全治理实践中法制建设、伦理秩序、人才培育、特殊节点等主要维度的问题,阐明未来数据安全治理在制度体系、操作规范、人才培训、科技赋能、内控网络方面的行动逻辑,有助于明确当前数据安全治理的思路和方向,解决数据安全"最后一公里"的问题,从而将数据安全治理效能落在实处.
Abstract
The data security situation is getting more and more serious globally,and China,as a large data country,attaches great importance to data security and continues to optimize its governance framework.However,frequent data security incidents show that there is still a long way to go to improve the effectiveness of data security governance and ensure national data security.Based on the path of interaction between cogni-tion and practice,and on the basis of rational understanding of the situation and theory of data security gov-ernance,we outline the main dimensions of legal construction,ethical order,talent cultivation,special nodes and other issues in the practice of data security governance,and elucidate the logic of future data se-curity governance in terms of the institutional system,operational norms,talent training,technological em-powerment,and the internal control network,which will help to clarify the current situation of data security governance,to improve the effectiveness of data security and solve the problem of the"last kilometer"of data security,so as to put the effectiveness of data security governance into practice.
