The global movement towards de-centralization has evolved from the level of digital technolo-gy to the level of state governance,sparking a debate between bureaucratic centralization and de-centraliza-tion.Traditional research holds the views of breakthrough,optimization,and application theory,discussing how bureaucracy adapts,changes,or is replaced in the digital age.This article examines the relationship be-tween digital technology and bureaucracy from the perspectives of centralization and de-centralization.The illusion of de-centralization in the digital age exists at the level of technology,organization,and governance.The root of its problem lies in the failure to see that the essence of bureaucracy is rational,technological,and centralized,thus failing to see the trend of de-centralization of bureaucracy in the digital age.There-fore,this study aims to explore the de-centralization characteristics caused by the embedding of digital tech-nology into bureaucracy,and to push the question to the core of the tension between digital technology and bureaucracy:who is in the central dominant position of digital bureaucracy?This issue is particularly impor-tant in the increasingly centralized digital bureaucratic era.
