摘要
习近平总书记强调,党要管党,首先是管好干部;从严治党,关键是从严治吏.利用数智化思维考评国有企业"一把手"和领导班子,不仅牵住了从严治党首先必须从严治吏的"牛鼻子",而且是落实《中共中央关于进一步全面深化改革推进中国式现代化的决定》精神,强化全面从严治党主体责任和监督责任,健全加强对"一把手"和领导班子监督配套制度建设的"压舱石".本研究通过运用数智化思维,就健全加强对国有企业"一把手"和领导班子考评体系的重要意义、有利条件进行了深入探讨,然后有针对性提出,利用数智化思维,建立"五大考评系统"主要路径的可行性,以期为完善国有企业"一把手"和领导班子考评管理信息数智化平台,提高国有企业实行精准化、科学化的监管能力,促进国有企业党的自我革命制度规范体系建设进一步完善提供有益参考.
Abstract
To govern the Party strictly,the key is to govern officials strictly.The use of mathematical thinking to evaluate the"top leaders"and leading groups of state-owned enterprises not only holds the"bull nose"of strict governance of officials and strict governance of the Party,but also implements the spirit of the"Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization"and strengthens the main responsibility and supervision responsibility of comprehensively strict governance of the Party.Improve and strengthen the"ballast"for the construction of supporting systems for the supervision of the"first leaderz"and the leading group.Through the application of number intelligent thinking,this study has carried on an in-depth discussion on the signif-icance and favorable conditions of improving and strengthening the evaluation system of the"leader"and the leading group of state-owned enterprises,and then pointed out the feasibility of establishing the main path of"five evaluation systems"by using number intelligent thinking.It is expected to provide useful reference for improving the intelligent platform for the evaluation and management information of the"first leader"and the leading group of state-owned enterprises,improving the precision and scientific supervision ability of state-owned enterprises,and promoting the further improvement of the construction of the self-revolutionary sys-tem of the Party of State-owned enterprises.
