Research on the Influencing Factors of Provincial Government Information Disclosure Level under the TOE Framework——Based on Fuzzy-set Qualitative Comparative Analysis(fsQCA)
As a way of good governance,information disclosure has become a hot topic in government governance research and an important institutional arrangement for national governance in recent years.The path to improving the level of government information disclosure is also a topic of common concern for the government and academic fields.This article takes provincial governments as the analysis object,based on the TOE framework,and adopts the fuzzy-set qualitative comparative analysis to explore the linkage effects and path selection of various factors on local governments'improvement of information disclosure level from the perspectives of technology,organization,and environment.Finally,three solutions are obtained to pro-mote the improvement of government information disclosure level.The results show that:(1)a single condi-tion does not constitute a necessary condition for high government information disclosure level,but improving technical conditions plays a universal role in high government information disclosure level.Overall,multiple factors of technology,organization,and environment drive the diversified configuration of government infor-mation disclosure.(2)Further cross regional case comparisons show that there are significant differences in the level of government information disclosure among the eastern,central,and western regions of China.It is recommended that local governments make appropriate measures based on their own development situation and resource conditions,in order to promote the joint improvement of the information disclosure capabilities of local governments.
