As an inevitable trend in China's new era,digital development is having a profound impact on and leading China's economic and social transformation.As a key policy to deal with the great change in a century,the core of digital reform lies in the release of economic and social value of data elements.Gov-ernment data opening,as a key variable of reform,aims to realize its dual value as a"Factor of production"and a"Factor of governance".After clarifying the theoretical explanation,internal logic,factual progress and existing predicament of government data opening and basic public service level,this paper puts forward five practical paths:strengthening system construction,promoting multi-subject deep participation,optimizing policy measures and performance evaluation system,avoiding digital divide,perfecting legal system of gov-ernment data opening and its supporting measures.These measures will inject strong impetus into China's high-quality economic development and socialist modernization drive.
