Implementation Construction of the Systems and Regulations for the CPC's Self-Reform:Logical Start,Influencing Factors and Optimization Path
Improving the systems and regulations for self-reform of the Communist Party of China is a key measure to promote the full and rigorous Party self-governance,and the Party's self-reform in the new era.The Party regulations are the figurative carriers of the content of these systems and regulations.The im-plementation of the systems and regulations for the Party's self-reform is affected by multiple factors,such as the level of formulation and popularization of the regulations,the quality of the executors and the strength of supervision and constraints.While the CPC has made significant achievements in promoting the institutional-ization of the Party's self-reform,and utilizing the fundamental functions of the system,it is still necessary to further improve the implementation of the systems and regulations for the Party's self-reform,so as to better utilize the system's inherent potential and key efficacy in the process of Chinese modernization.Generally speaking,the above goals can be achieved through a fourfold path:first,strengthening the quality of regula-tions to enhance the scientific degree of formulation of Party regulations;second,expanding the public chan-nels to enhance the breadth of publicity for the popularization of Party regulations;third,relying on authorita-tive resources to enhance the depth of the content of education about Party regulations;and fourth,seriously enforcing the discipline and accountability to enhance the deterrence of supervision of Party's regulations.The formulation of three-dimensional and perfect Party regulations will help to provide a stable foundation for the implementation construction of the systems and regulations for the Party's self-reform,guaranteeing that the Party's self-reform cause is correctly oriented,rationally justified,solidly supported,strongly motivat-ed,and practically standardized.
