The Generation Process and Operation Mechanism of Governance Community in Rural Construction Action:Taking the Q Village Residential Environment Governance Action as an Example
The historical experience and practical goals of rural construction require a transformation to-wards a governance community model of"co-construction,co-governance and co-sharing".The governance community relies on the common emotions nurtured by rural society for a long time,and is a flexible and adapt-able governance form that can be constructed according to situational changes.The case study on the residential environment governance in Q village has found that the generation of governance communities in rural construc-tion actions follows the overall process of"activation-shaping-action".The bidirectional coupling of demand and resources stimulates the generation of"common consciousness",and through the three dimensions of con-sensus gathering,rule screening and constraint absorption,the governance community can shape and clarify ac-tion boundaries.In specific actions,the four mechanisms of democratic consultation,core leadership,action in-centives and risk tolerance ensure the orderly operation and effectiveness of the governance community.
