Simplified Governance of the Rural Environment:Internal Mechanisms and Practical Paths
Rural environmental governance is an important way to realize the ecological revitalization of the countryside.The current institutional inertia of complex and large-scale governance in rural environmental governance has led to a series of problems such as overcrowding of elements,institutional constraints,in-creased difficulty in negotiation,rising administrative costs,and waste of governance resources,and thus there is an urgent need for the innovation of restructuring from complexity to simplicity.Simple governance has the advantages of flexibility,efficiency,low cost in simplifying the structure of the organizational process,pre-cise targeting of resource inputs and integration of non-disciplinary governance forces,and it is a feasible way to innovate the mode of rural environmental governance.At the same time,the simple governance of rural envi-ronment is faced with the challenges of"suspension"of power,intensive formal rules,mismatch of resources and misalignment of goals.To this end,we should clarify the targeting of resources for governance,streamline the government control functions,simplify the formal rule operation system,combine multiple subjects'gover-nance goals,and cultivate the informal governance mechanism of the rural environment,so as to build a prac-tice system of rural environmental simplicity governance.
