摘要
分层分类社会救助体系的实质是在精准识别不同困难层次、类型的低收入家庭基础上,打造多层次、综合型救助方案并向低收入家庭精准递送救助服务的过程.本研究基于精准治理视角,在回顾分层分类社会救助相关理论和分析的基础上,提出分层分类社会救助体系建设的"有效性—精准性—及时性"分析框架,选择浙江省杭州市、上海市长宁区、南京市栖霞区作为分层分类社会救助体系建设的典型案例,深入剖析地方政府分层分类社会救助体系建设的改革逻辑和政策举措,总结并归纳现阶段分层分类社会救助体系建设的经验和要点,为我国社会救助转型升级提出可供参考的思路.
Abstract
The essence of multi-tiered and categorized social assistance system is the process of creating multi-level and comprehensive assistance programs and accurately delivering assistance services to low-in-come families on the basis of accurately identifying low-income families with different levels and types of dif-ficulties.Based on the perspective of precision governance and the review of relevant theories and analyses of multi-tiered and categorized social assistance,this study proposes an"efficacy-accuracy-timeliness"analytical framework for the construction of multi-tiered and categorized social assistance system.Hangzhou of Zheji-ang Province,Changning District of Shanghai City and Qixia District of Nanjing City are selected as typical cases for the construction of multi-tiered and categorized social assistance system.Through the in-depth anal-ysis of the reform logic and policy measures of the construction of the local government's multi-tiered and categorized social assistance system,the experience and key points of the construction of the multi-tiered and categorized social assistance system at the present stage are summarized,which can provide a reference for the transformation and upgrading of China's social assistance.
