The Reform of Digital Empowered Tiered and Classified Social Assistance System
In the context of modernization of national governance system and governance capacity,the re-form of social assistance system is moving towards the current development trend of tiered and classified social assistance system.Currently,digital tools such as information technology,the Internet,and big data are itera-tively driving a wave of social assistance transformation,and the digital transformation of the social assistance system is urgent.The reform and development of the tiered and classified social assistance system is in a transi-tional period of data resource integration,system hub reconstruction,and diversified collaborative governance.There are still practical symptoms of digital transformation,such as"digital tool cages","technological posi-tioning barriers","information coordination games",and"policy linkage gaps".Aiming at the systematic risks in digital transformation and the inevitable choices in practical logic,this paper proposes an optimization path for the reform of digital empowered tiered and classified social assistance system.Through the overall peo-ple-oriented concept,it is necessary to design multi-dimensional poverty targeting mechanisms,construct so-cial assistance informatization,and establish a multi-level comprehensive assistance bureau to solve the digi-tal failure crisis and solidify the foundation of digital empowerment,assisting high-quality development of tiered and classified social assistance system reform.
