Situation Game,Strategy Choice and Interest Coordination in Rural Governance:A Case Study on Poverty Governance of L County Government in Western Hubei Province
In rural governance,the policy inversion of discourse situation,the interest rent seeking of re-lational situation and the expediency orientation of ordinary situation often lead to the action dilemma of local governments.The solution of the dilemma depends on the strategic choice of the local governments including the policy flexibility strategy of upward response and institutional innovation,the interest collusion strategy of resource allocation and governance guidance,and the behavior restraint strategy of flexible operation and pro-cedure specification.This governance mode reveals the complex relationship between local governments and various interest subjects in the rural society.Local governments need to coordinate the conflicts of interests among various subjects with"legalized"discourse rules,"rationalized"moral relations and"reasonable"ordi-nary rationality,so as to achieve the goals of"effective governance"and"good governance"in rural governance.
