Structural Embeddedness and Processual Absorption:the Sustainable Mechanism of Rural Governance Model Innovation——A Case Study Based on Zhejiang's"Ten Million Project"
Rural governance model innovation is an inevitable requirement for realizing the moderniza-tion of rural governance systems and governance capabilities,but its sustainability mechanism has not yet been effectively revealed.Taking the practice of Zhejiang Province's"Ten Thousands of Projects"for more than 20 years as a case study,an investigation of the structural and process elements of rural governance mod-el innovation and the logical chain contained therein found that:The essence of promoting sustainable innova-tion and continuous institutionalization of rural governance models is that the state power has achieved top-down structural embedding through organizational embedding,project embedding and elite embedding,and rural society has achieved the cumulative effects of beautiful livability,common prosperity,and urban-rural integration through a bottom-up process.Future-oriented rural governance must grasp the staged characteris-tics and systematic context of rural development and build a sustainable mechanism for multiple interactions between state organizations and society.
