Logic and Governance Suggestions for the Emergence of Intelligent Bureaucracy in Smart Governance
Intelligent bureaucracy is a product of intelligent governance which is implemented by intelli-gent technology under the leadership of the government.It is of great theoretical and practical significance to study and analyze the logic of intelligent bureaucracy in intelligent governance and put forward solutions for promoting modernization of governance system and governance capacity.The paper analyzes the bureaucracy theory and finds that the intelligent bureaucracy is the product of the important changes of organizational logic,technical logic,operation logic and benefit logic after the introduction of intelligent technology into the bureau-cratic system.Based on this,the effective ways to eliminate the intelligent bureaucracy are establishing the em-powerment channels for the service objects by technology,strengthening the comprehensive governance of"idea-system-technology",and innovating government performance evaluation system.
