Organizational Platform:the Operation Logic of Township Special Work Team:Taking Sub-district A of Wuhan as an Example
Analysing the relationship between the special work team and the complex governance ability from the perspective of the organizational platform reveals that the special work team,as an organizational plat-form,realizes the precise matching of governance"power-responsibility",governance"task-resource"and governance"environment-ability"through the organization of power,resources and ability,and shapes the new pattern of grassroots platform-based governance.In practice,special work team is manifested as a collec-tion of power undertaking platform,organization and mobilization platform,resource integration platform and policy implementation platform.Its operation mechanism includes policy transformation mechanism,double mobilization mechanism,power diversion mechanism and political potential energy and power borrowing mech-anism.The successful operation of the special work team mechanism has improved the complex governance ability and level of the township government.
