"Kuai"Counterpart Cooperation:the Rvolution of Local Government Behavior in Paired Assistance
As a policy practice with Chinese characteristics,counterpart support is an inter-regional co-operation between local governments promoted by the central government.Taking the case of Shanghai municipality supporting Yunnan province as a case,the article uses the"control rights"theory to analyze the interaction of the authoritative allocation relationship,revealing the process of evolution of paired cooperation.Due to the setting of the performance appraisal objectives of the central government(the client),The local governments(agents and consultants)of the eastern and western recipients have formed a consensus on the competition.In order to better complete the assessment task,the supporting party provincial government(agent),through the"transfer of control",transfers the remaining control rights,such as administrative jurisdiction,fund allocation power,and process supervision power,to the recipient level-level government(the negotiation party),changing the form of the distribution of control,with the"horizontal cooperation"between hierarchical governments embedded in orga-nizational operations,reaching"block"cooperation to jointly cope with the competition of the tournaments,so as to promote the local government counterpart support to the counterpart cooperation.
