Pilot Policies for Innovative Development of Service Trade and the Technological Complexity of Digital Industry Exports:Theoretical Mechanisms and Impact Effects
The innovative development of service trade is an important support for driving the upgrading of technological complexity of cities'exports.Based on the panel data of 265 cities in China from 2010 to 2022,this paper empirically tests the impact and themechanism of pilot policies for innovative development of service trade on the technological complexity of digital industry exports.Research has found that pilot policies for innovative development of service trade can effectively enhance the technological complexity of digital in-dustry exports and pass a series of robustness tests.Considering the differences in city levels and trade pat-terns,pilot policy for innovative development of service trade has a more significant effect on improving the technological complexity of digital industry exports in thefirst tier and above cities and those engaged in gener-al trade types.Pilot policy for innovative development of service trade can enhance the technological complexi-ty of digital industry exports by increasing investment in digital factors,promoting industrial spatial agglomera-tion and eliminating barriers to service trade.The"dual track"intellectual property protection has a positive regulatory effect in the impact of pilot policy for innovative development of service trade on the technological complexity of digital industry exports.Therefore,we should establish a nationwide innovative development net-work of service trade,build high-level and high standard digital industry clusters,and improve the"dual track"digital intellectual property protection mechanism,to enhance the technological complexity of digital in-dustry exports and form the new strengths in the competition of digtal trade.
