The Logic of Changes in China's Social Organization Management System from the Perspective of Policy Regime
With high-quality development becoming a prominent theme of China's economy and society in the new era,the management system of social organizations is facing new choices after undergoing policy ad-justments of"opening up and tightening".Based on the theoretical perspective of policy regime,combined with multiple policy texts and in-depth interviews with social organization management departments,this pa-per attempts to analyze the transformation logic and future paths of the management system of social organiza-tions.Research has found that:(1)the management system of social organizations,guided by central con-cepts and conflicting departmental interests,exhibits differentiated institutional arrangements for business trips at different stages of development;(2)The policy regime decay defined by low policy legitimacy and low policy consistency is the key to promoting the"intermittent equilibrium"transformation of the management sys-tem of social organizations;(3)The stable political commitment at the central level is a condition for maintain-ing a balance between strong policies and weak systems in the management system of social organizations.Once this political commitment changes,the management system of social organizations will face changes.
