Dialectical Interpretation of"Unification Separation":The Evolution and Intrinsic Mechanism of the Relationship between National Security and Social Governance
For a long time,national security and social governance have been intertwined and mutually promoted in their actions based on their closely connected characteristics.A systematic analysis of the relation-ship between national security and social governance reveals that the two flow in the dialectical logic of"unifi-cation"and"separation":early national security emphasized the significance of management and governance,valued the role of national security in social management and governance innovation,and reflected the logic of"security in management/governance";The report of the 20th National Congress of the Communist Party of Chi-na for the first time listed a separate chapter on national security and provided a comprehensive and systematic explanation,and regarded social governance and public security governance as important paths to promotie the modernization of the national security system and capacity,reflecting the logic of governance in the overall se-curity concept.At a deeper level,the underlying reason for the logical transformation of the"unification sepa-ration"relationship between national security and social governance lies in the following:the people-cen-tered,life first concept,and the practice of building a community with a shared future for mankind in a high-risk global society are the fundamental driving forces for the elevation of national security status;The require-ment for high-quality development requires a higher level of security order as a guarantee,which has become an inherent driving force for the elevation of national security status;Grasping the domestic and international situation,building a strong security barrier,and strengthening the awareness of the Chinese national communi-ty are the fundamental driving forces for the development of national security.
