Adaptation of Technology and Power Based on Responsibility:the Political Logic for the Transformation of Urban Governance Effectiveness in the Context of Digital Transformation
In the process of urban digital transformation,the main body of urban governance is repeated-ly"blinded"by emerging technologies,and it is reluctant to take the action mode of"high authoritarian pow-er and low basic ability".The transformation process of its governance effectiveness results in the obstruction between seeing and governing.This is due to the fact that"responsibility",as an interactive cognitive tool of actors,is embedded in the element connection of"technology"and"power",resulting in a process mismatch and a structural mismatch between the two.To open up the network of the transformation of urban governance efficiency,it is necessary to reconstruct and run the responsibility chain of"quantification and accountability-empowerment according to responsibility-full accountability-assessment and accountability",so that the in-creasingly atomized individual actors can establish a stable political relationship,so as to confirm and en-hance the effectiveness,publicity and legitimacy of urban governance.
