Embedding,Integration and Empowerment:Three Practical Orientations of Cadres Stationed in Villages to Promote Effective Governance in Rural Areas——From the Perspective of"Structure-Process-Function"Analysis Framework
Most of the existing studies start from the single role function of the organizational meaning of the resident village cadres or the resident village work team to explain,but the more interesting issue is to ex-plore the practical orientation of the cadre resident village to promote the effective rural governance from the multiple role positioning.Based on the three roles of resident village cadres as exogenous forces,temporary or-ganizations and policy promoters,this paper attempts to construct and deeply discuss the practical orientation of promoting effective rural governance by resident village cadres based on the analysis perspective of"struc-ture-process-function".The findings are as follows:from the perspective of structure,the embedded gover-nance of rural governance order is reconstructed by inlaid rural fields with rigid and flexible economy;from the process point of view,it analyzes the integrated governance of national and social resources to optimize the al-location of resources;from the functional point of view,the vitality of grassroots governance is stimulated through platform empowerment and mechanism empowerment.The above three practical orientations are help-ful to grasp the overall picture and functional effects of the practice of cadres in villages as a whole,with a view to enhancing the efficiency of rural governance and enhancing the efficiency of promoting the moderniza-tion of rural governance.
