Embedded Dual-track Governance:Theoretical Logic and Practical Path of Endogenous Development of Rural Revitalization
The revitalization of rural talents is the key support for comprehensively promoting the strategy of rural revitalization and agricultural and rural modernization.This paper takes the specific practice of the ru-ral revitalization commissioner system in J City as an example to explore the theoretical logic and practical path of the endogenous development of rural revitalization.Based on the topic analysis of in-depth interview data,combined with dual-track politics and embedded governance theory,the paper proposes an embedded dual-track governance model.Rural revitalization specialists are embedded in rural society as internal talents,and rely on political,relational and cultural embeddings to effectively activate the rural governance network.Based on the analysis of the embedded dual-track governance model,the paper proposes three measures to break through the"system barrier"of the governance system,break through the"trust barrier"of the governance sub-ject,and cross the"knowledge barrier"of the governance field,in order to break the governance obstruction in the process of rural revitalization and promote the endogenous development of rural revitalization.
