The Development,Deficiencies and Optimization Path of the Intra-Party Accountability System of the CPC
Intra-party accountability is an important institutional innovation for the Communist Party of China(CPC)to insist on self-revolution and govern the Party according to rules.Existing research has focused on the core concept of institution as the entry point to examine intra-party accountability,while overlooking the actors within the institution.Following the perspective of the"institution-actor"correlation of normative in-stitutionalism,this article examines and summarizes the development history,experience and existing defi-ciencies of the intra-party accountability system since the 18th National Congress of the CPC,and explores the optimization path accordingly.The study finds that there are two major deficiencies in the intra-party ac-countability system:the institutional deficiencies are mainly related to the content of the system's norms,oper-ational processes and supporting systems,while the actor deficiencies are mainly related to their situational awareness,role identity and personal competence.In order to continue to promote the development of the in-tra-party accountability system,the intra-party accountability institutions need to be further improved in all aspects,and the cognitive and operational capabilities of the actors should be cultivated.
