The Transformation and Reshaping of Grass-roots Administrative Adjustment Mechanism under the Rigidity of County System
In recent years,as the operation of the county system has become increasingly rigid,how to reshape the resilience of the grassroots system and give it autonomy has become a difficult problem that must be faced in the transition from grassroots governance to modernization.Based on the perspective of government behavior,this paper analyzes the government adjustment behavior in X Township,G Street and L Town,and finds that the grassroots government has begun to turn to resolve the institutional dilemma through the mecha-nism of"borrowing external forces"such as administrative expansion,market purchase and social connection under the rigid constraints of the system.Its internal logic is to transfer the task pressure within the system out-ward through"administrative outsourcing"and"administrative absorption".The formation of this external ad-justment mechanism promotes the transformation of grassroots administrative adaptability from a single dimen-sion to a multi-dimensional.
