Can Location-oriented Industrial Policies Promote Urban Digital Innovation?
Strengthening the digital innovation capability of cities is an important way to promote innova-tion-driven development strategy and improve the level of independent innovation.Based on the panel data of prefecture level cities from 2011 to 2022,taking the"Made in China 2025"pilot as a natural experiment,this study explores the impact and mechanism of location-oriented industrial policies on urban digital innovation.The results show that location-oriented industrial policies promote urban digital innovation,and this result still holds true after a series of robustness tests.The location-oriented industrial policies have a positive spatial spillover effect on urban digital innovation,and have a more significant promoting effect on cities with high market development levels and advanced administrative divisions.The financialization of manufacturing enter-prises and the embedding of innovation networks play the mediating role in the impact of location-oriented in-dustrial policies on urban digital innovation,and digital regulation policies play a positive regulatory role.Fur-ther research has found that location-oriented industrial policies have significantly promoted the growth of ur-ban digital economy through the agglomeration of digital industries.Based on this,it is necessary to establish financial and tax support mechanism for digital innovation,focus on promoting the development of digital infra-structure and upscale manufacturing industry clusters,continuously optimize and improve the management system of digital regulatory policies,and steadily enhance the level of urban digital innovation.
