From Integration Organization to Relational Organization:Organizational Dilemmas and Governance Mechanisms of Agricultural Socialized Services
Agricultural social service organizations generally adopt an integrated organizational mecha-nism currently.However,agricultural social service organizations face high transaction costs in the operation process for the following reasons:firstly,the return of agricultural machinery investment is low.Secondly,the opportunistic behavior of hiring agricultural machinery operators is difficult to supervise.Thirdly,the external costs of organizing small peasants are high.Thus,agricultural social service organizations develop new organi-zational strategy with relational operations as the core.Within the organization,agricultural social service or-ganizations outsource the service to agricultural machinery operators with good relationships and high credibili-ty in the village society to reduce the organization's asset specific investment.Outside the organization,agri-cultural social service organizations develop institutionalized relationships with local government through con-tinuously accumulating the position and honorary qualifications to continuously obtain government's project re-sources.At the same time,agricultural social service organizations reduce the external social costs of organiz-ing peasants with the help of the social relationship network of agricultural machinery operators and the endoge-nous organizational authority of rural collective economic organizations.As a result,agricultural social service organizations develop a new organizational form,which could be called"relational organizations".
