香港政府为了总结学前教育学券计划的经验于2010年12月出台了《学前教育学券计划检讨报告》。学券计划的实施证明:以学券形式向学前教育发展投放资源,是保证学前教育质量和实现学前教育均衡发展的有效途径;支持学前教育发展要注重责任承担,建立多元参与的评估机制;政府要在学前教育发展中发挥主导作用。
Abstract
In order to summarize the experience of the preschool education voucher,Hong Kong Government issued"Pre-primary Education Voucher Scheme Review"in December 2010.The implementation of the voucher shows that:voucher form to allocate resources to the development of pre-school,pre-school education is to ensure quality and to achieve balanced development of effective ways to pre-school education;support the development of pre-school education should focus on accountability,the establishment of pluralistic and participatory evaluation mechanism;Government to play a leading role in the development of pre-school education.
