A Discussion on the Modernization of China's Land Border Governance——Centering on the overlap of system,capacity,construction and shaping of national security System
The 20th National Congress of the Communist Party of China called for the promotion of national securi-ty system and capacity building,and put forward the important proposition of"sound"governance of China's land border areas in the new era.According to the requirements of security system and modern capacity building,"sound"border governance under the national governance system in the new circumstance requires a re-oriented solution,that is,the border governance under the overall national security perspective contains the overlap of in-stitutional structure,targeted capacity,construction content and shaping.The Marxist view of totality is of guid-ing significance in analyzing issues with overlapped forms.Efforts to promote the modernization process of bor-der governance is the directive of integrating the two major orientations.Through field research,it is believed that in the modernization of border governance,the overlapped form should be correctly understood in order to achieve the role of shaping the border and improve the modernization of border governance.
