On Digitalization Promoting the Allocation Optimization of Human Resource of Science and Technology in Tibet
The report of the 20th National Congress of the CPC emphasizes the in-depth implementation of the strategy of developing the country through science and education and the strategy to make China a talent-strong country.As a border ethnic area,Tibet has a special geographic location and regional culture,and the wide gap in the comprehensive quality of the population with the inland provinces and regions.Tibet's current traditional scientific and technological human resources management and allocation is unable to meet the requirements of the high-quality development of science and technology,and economic and social development there.By apply-ing the method of literature analysis and existing statistical data analytical methods,an analysis has been con-ducted to the current situation of the total structure of scientific and technological human resources in Tibet since the popularization of digital technology in 2010,and it is proposed that there are the four basic laws of four impetus,namely policy attraction,economic development,education promotion and environmental impact,pro-moting the aggregation of scientific and technological human resources in Tibet.Moreover,with reference to poli-cy requirements,the theory of resource allocation,Data science theory,motivation theory,demand theory and some other theories,a human resource allocation system has been built for Tibet's sci-tech human resources,and the path of optimizing the allocation of Tibet's sci-tech human resources is proposed aiming to provide a ref-erence for the high-quality allocation and management of Tibet's sci-tech human resources.
