"Hard Governance"and"Soft Governance":On the Evolution of China's Land Border Governance Models and its Integration in the New Era
China's land borders are a critical component of the country's frontier strategy,serving not only as a vi-tal security barrier but also as a key area for advancing the modernization of the national governance system and governance capabilities.In the new era,both the academic and practical communities have given unprecedented attention to land border governance,striving to explore innovative governance models that align with the charac-teristics of China's land borders.Based on China's national conditions,it is necessary to clearly define the bound-aries between"hard governance"and"soft governance,"and to meticulously trace and analyze the historical evo-lution and current status of land border governance.On this basis,land border governance in the new era should focus on integrating the following five dimensions:1.promoting mutual benefits and win-win outcomes between regions and neighboring countries;2.achieving coordinated complementarity between land and maritime borders;3.promoting frequency resonance between primary and secondary frontiers;4.strengthening co-governance and sharing among land border provinces and regions;5.ensuring efficient coordination among various elements with-in the land borders.These recommendations aim to provide practical and feasible references for advancing Chi-na's land border governance efforts.
