The Operation Mechanism of Rural"Points System"Governance from the Perspective of"the Integration of Self-governance,Rule of Law,and Rule of Virtue":Based on a Case Study of Village Y in Sichuan Province
The integration of self-governance,rule of law,and rule of virtue is the policy guidance for rural governance at the macro level,and the rural"points system"governance is the application of its concept.From the perspective of the con-cept of the integration of self-governance,rule of law,and rule of virtue,based on the governance logic of governance organi-zation,governance tool and governance goal,this paper analyzes and demonstrates the identity of the concept of the integra-tion of self-governance,rule of law,and rule of virtue,and the operation mechanism of rural"points system".According to the governance logic and operation mechanism,the practical operation mechanism of rural"points system"governance is con-structed by the initial dynamic mechanism,the coordinating mechanism and the incentive guarantee mechanism.By grasping the practical operation mechanism of rural"points system",this paper proposes to optimize and improve the rural"points sys-tem"governance from the aspects of building a joint governance pattern with the collaboration of multiple governance sub-jects,using systems and technical tools,and establishing an appropriate points evaluation assessment mechanism and incen-tive policies,so as to promote the innovative development of rural governance mode.
