How Does"the Integration of Self-governance,Rule of Law,and Rule of Virtue"Empower the Construction and Management of Rural Public Welfare Facilities:From the Perspective of Endogenous Momentum
The lack of endogenous momentum is an important factor that puzzles the construction and management of rural public welfare facilities.Taking the beautiful village construction of Sihao Village in Chang'an District,Xi'an as an example,this paper analyzes how the integration of self-governance,rule of law,and rule of virtue stimulates the endogenous momen-tum and empowers the construction and management of public welfare facilities.First of all,the modern rural public rules formed by the integration of self-governance,rule of law,and rule of virtue are embedded with the basic elements such as identity,participation and resources in the endogenous momentum of rural development.Secondly,through the model of the in-tegration of self-governance,rule of law,and rule of virtue,the organizations with Party organizations as the core form an effec-tive interaction of internal and external forces,build the dual circulation of different values,construct the interest linkage be-tween individual and collectivity,and realize the endogenous momentum in the construction and management of rural public welfare facilities.Finally,the governance of rural public affairs can not only rely on the intervention of external forces.The in-teraction of internal and external forces is the logical premise of endogenous momentum in the process of rural development,and the key is to building the association and recognition between individual villagers and village community.
