基于合作社土地托管的粮食生产组织创新研究——以新乡云联社农业专业合作社联合社为例

摘要
粮食生产组织模式的创新,对解决我国粮食产量不足、农业生产效率低下等问题,保障国家粮食安全,推进农业现代化具有重要意义.文章考察了河南省新乡云联社农业专业合作社联合社"合作社土地托管+社会化服务供给"的粮食生产组织模式,认为基于合作社土地托管和社会化服务供给的"多元主体共生"的粮食生产组织模式能够有效解决我国"谁来种粮"和"如何种粮"的问题,但该模式仍存在利益联结松散、风险分担不均和资源配置低效等问题,应通过建立有效协商体系、完善风险保障体系和优化资源管理体系等方式,进一步推动农业专业合作社联合社的高质量发展.
Abstract
The innovation of grain production organization model is of great significance to solve the problems of insufficient grain output and low agricultural production efficiency in China,ensure national grain security and promote agricultural mod-ernization.This study examines the grain production organization model of"cooperative land trusteeship + socialized service supply"of the agricultural professional cooperative Association of Xinxiang Yunlianshe in Henan Province,and holds that the grain production organization model of"multi-subject symbiosis"based on cooperative land trusteeship and socialized service supply.It can effectively solve the problems of"who will grow grains"and"how to grow grains"in China,but this mode still has problems such as loose interest linkage,uneven risk sharing and inefficient resource allocation.Therefore,it is necessary to further promote the high-quality development of agricultural cooperative association by establishing an effective consultation system,improving the risk guarantee system and optimizing the resource management system.
