Mechanism and Optimization Path of Whole-Process People's Democracy Empowered by Digital Technology
Grassroots democracy is an important part of whole-process people's democracy.Digital technology is an impor-tant tool to empower the effective operation of whole-process people's democracy at the grassroots level.Based on the investi-gation of whole-process people's democracy empowered by Yijiaqin App in Village Q in southwest Hubei Province,the paper finds that digital technology can empower the operation of whole-process people's democracy at the grassroots level from the four dimensions of"main participation-effective consultation-decision implementation-supervision and accountability".Specif-ically,digital technology can create digital spaces to realize effective citizen participation,enhance public rationality to real-ize effective consultation and decision-making,integrate multiple subjects to realize effective implementation of decisions,and strengthen multi-dimensional accountability to ensure effective supervision throughout the process.In the future,it is nec-essary to further optimize the technical tools of digital governance,activate the participation mechanism of digital governance,build the organizational mechanism of digital governance,enhance the supply of digital governance rules,and promote the dig-ital technology empowering the effect of grassroots democracy.
