摘要
服务能力是新时代农村党组织建设关键之维,体现为通过科学手段和技术平台,有效联系群众、帮助群众,增强群众获得感、幸福感、安全感.数智技术作为"数字技术+智能算法"的综合体,内含广阔"需求空间"和强大赋能优势,其与农村基层党组织服务能力建设具有严密的"互需逻辑".但当下乡村干部群众对数智技术的认知水平、城乡二元的发展结构、数字资本的趋利本性,以及数智技术本身有待突破的技术瓶颈,对数智技术赋能农村基层党组织服务能力建设形成制约.应有针对性地发挥各类"+"的作用,包括"创新式灌输+""科学化制度+""企业家精神+""系统化创新+",合理化解制约因素、科学拓展赋能路径,使二者在农村广阔空间中的互动更为有序和高效.
Abstract
Service capacity is a key dimension of rural Party organization construction in the new era.It involves utilizing scientific methods and technological platforms to effectively connect with the masses,assist them,and enhance their sense of fulfillment,happiness,and security.Digital intelligence technology,as a comprehensive integration of"digital technology + in-telligent algorithms",encompasses a vast"space of demands"and mighty empowering advantages.It exhibits a close"mutual demand logic"with regards to the service capacity building of rural grassroots Party organizations.However,the cognitive lev-el of rural cadres and masses,the dual development structure of urban and rural areas,the profit-oriented nature of digital capital,and the technological bottlenecks that digital intelligence technology needs to break through become constraints for digital intelligence technology to empower the service capacity building of rural grassroots Party organizations.Targeted ef-forts should be made to play various"+"logic roles,including"innovative indoctrination+","scientific system+","entrepreneur-ial spirit+",and"systematic innovation+"to reasonably resolve constraints and scientifically expand empowerment paths,so that the interaction between the two can be more orderly and efficient in the vast rural areas.
