农村基层"党组织领办合作社"的优化路径研究

摘要
农村基层"党组织领办合作社"以"党建引领+集体重塑"的模式,成为农村新型集体经济发展的有力抓手.文章通过对全国典型——"烟台经验",以及安徽省芜湖市和宿州市萧县的典型案例的分析,指出"党组织领办合作社"在实践中亟待解决如政策统筹不够、专业资源短缺、内生动力不足等问题.因此,应加强党建引领,政策层面加大统筹支持;优化资源,因地制宜培育重点产业;利益联结,内生提质促进各方共赢.
Abstract
"Party organizations leading cooperatives"at rural grassroots level,with the model of"Party build-ing leadership+collective remodeling"has become a powerful lever for the development of new type of col-lective economy in rural areas.Through the analysis of"Yantai Experience",and typical cases in Wuhu City,and Xiaoxian County of Suzhou City in Anhui Province,we point out that such problems as insufficient policy coordination,shortage of professional resources,and lack of endogenous motivation are urgent to solve in the practice of"Party organizations leading cooperatives".Therefore,we need to strengthen Party building leading and enhance policy support;optimize resources and cultivate key industries;intensify interest con-nection and promote win-win cooperation.
