摘要
干部驻村机制是中国共产党开展农村工作的有力抓手,是中国特色社会主义制度优势转化为治理效能的重要密码.文章以新中国成立、改革开放和党的十八大为关键节点,研究发现,干部驻村机制在作用发挥上呈强化—弱化—再强化的变迁轨迹;在变迁模式上具备强制性变迁和诱致性因素相结合的特点,通过漂移和转换实现渐进性变迁,存在以动员手段实现国家权力在场的路径依赖;变迁的动力是制度环境从强调权力下沉、权力回缩到权力嵌入的改变,观念从阶级斗争、经济建设到共同富裕的转换,行动主体间基于利益追求的互动.在全面乡村振兴和国家治理现代化的背景下,干部驻村机制还将继续发挥积极作用.
Abstract
Village-resident-cadre mechanism is a powerful starting point for the CPC to carry out rural work,and an impor-tant code for transforming the advantages of the socialist system with Chinese characteristics into governance effectiveness.With the founding of New China,reform and opening up and the 18th CPC National Congress as the key nodes,the study finds that the role of village-resident-cadre mechanism presents a changing track of strengthening-weakening-restrengthen-ing.In the mode of change,it has the characteristics of the combination of mandatory change and inducement factors.The gradual change is realized through drift and transformation.There is path dependence to realize the state power by means of mobilization.The driving force of change is the change of institutional environment from power sinking and power retrench-ment to power embedding,the change of ideas from class struggle,economic construction to common prosperity,and the inter-action of action subjects based on the pursuit of interests.Under the background of comprehensive rural revitalization and modernization of national governance,village-resident-cadre mechanism will continue to play a positive role.
