摘要
加快推进乡村治理现代化是实现国家治理体系与治理能力现代化的重要基础工程,是全面推进乡村振兴、实现城乡融合高质量发展的关键环节.文章通过分析总结积分制下乡村治理现代化的基层经验,明晰乡村治理现代化是基于党建核心引领,围绕产业兴旺、生态宜居、乡风文明、治理有效、生活富裕等多维价值目标,以数字技术赋能和多元主体驱动两大方式助力目标实现的这一内在机理.针对乡村治理现代化实践过程中存在的问题,提出持续增强党建引领乡村治理现代化的创新能力、全面推进"新兴产业+"的现代化价值导向、大力激发数字技术赋能乡村治理现代化的内在动力、不断完善乡村治理现代化的多元协同共治格局等优化路径.
Abstract
Accelerating the modernization of rural governance is an important basic project to realize the modernization of the national governance system and governance capacity,and is a key link to comprehensively promote rural revitalization and realize the high-quality development of urban-rural integration.Based on the grassroots experience of rural governance modernization under the point system,this paper makes clear the internal mechanism that the modernization of rural gover-nance is under the guidance of the core of Party building,focusing on the multi-dimensional value assessment of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent life,with digital technology's empower-ment and multiple subjects'drive.In view of the practical dilemma in the process of rural governance modernization,this pa-per proposes the following optimization paths:continuously enhancing the innovation ability of Party building to lead the mod-ernization of rural governance;comprehensively promoting the modernization value orientation of"new industry+";vigorously driving the internal power of digital empowerment of rural governance modernization;and continuously improving the multi-collaborative co-governance pattern of rural governance modernization.
