How to Continuously Stimulate the Vitality of Villagers Self-governance?Based on the Investigation of"Three Acts of Harmonizing and Twelve Systems"in Huangyan District,Zhejiang Province
The vibrant villagers self-governance is an important drive for rural revitalization,but it is negatively affected by administrative issues in practice.Theoretical analysis shows that the central government has attempted to alleviate the inter-nal tension of national governance logic to achieve an organic unity of the decision-making and governance effectiveness.However,this transformation of national governance logic failed to achieve the expected results,and triggered a transforma-tion of a pressure-based system.The hierarchical control intensity of higher-level Party and government agencies continued to strengthen,leading to the formation and continuation of unexpected consequences,namely the administrative issues of vil-lagers self-governance.The practice of"Three Acts of Harmonizing and Twelve Systems"in Huangyan District,Taizhou City,Zhejiang Province,provides an effective way to solve this problem:the institutionalization and digitization of the leadership of grassroots Party organizations.
