"The Integration of Self-governance,Rule of Law,and Rule of Virtue"in Rural Governance:Local Practice,Basic Consensus and Rule Arrangements
"The integration of self-governance,rule of law,and rule of virtue"is a local practice of rural governance modern-ization in Tongxiang,Zhejiang Province,and has a strong colour of local practice experience.The common point of"the inte-gration of self-governance,rule of law,and rule of virtue"in different places is the formation of practical experience tailored to local conditions through the combination of internal self-innovation and external system supply.In the current governance environment,if"the integration of self-governance,rule of law,and rule of virtue"is refined into into rule arrangements,long-term stability of governance can only be achieved.The practical experience of"the integration of self-governance,rule of law,and rule of virtue"in Tongxiang,Fengqiao,Quyang,and Xiangshan has been recognised by the state and the society,and it has its merits in the construction of the mechanism for enhancing interests,the realization of whole-process people's democracy,and the circulation of governance elements.Based on the experiences of the four places,we have reached a basic consensus on the fundamental principles,the reconstruction of the positioning of the main body and the guarantee of innova-tive mechanisms of"the integration of self-governance,rule of law,and rule of virtue".On this basis,we put forward propos-als to improve the overall rule arrangement in terms of the objectives,means and system of the rules,so as to promote the in-stitutionalised development of"the integration of self-governance,rule of law,and rule of virtue"within the framework of the rules and further enhance the governance capacity of the countryside.
