Does the Role of Village Committees Promote Farmland Transfer?Based on the Survey of Xiangtan County,Hunan Province
Farmland transfer is a prerequisite for achieving scaled land management,but there are still many constraints in the farmland transfer in China.How to break these constraints and promote the farmland transfer?Based on the survey in Xiangtan County,Hunan Province,this paper explores the impact of the role of village committees on farmers'decision-mak-ing on farmland transfer from both theoretical and empirical perspectives.The results show that village committees'publicity and guidance promotes the farmland transfer-out,but has no obvious impact on the farmland transfer-in.The coordination and standardization behavior of village committees promotes the farmland transfer-out and inhibits the farmland transfer-in,and the positive effect of farmland transfer-out is higher than the negative effect of farmland transfer-in.Heterogeneity analy-sis shows that the village committee'publicity and guidance has a more significant promoting effect on the farmland transfer-out to younger families,while the coordination and standardization behavior has a more obvious role in promoting the deci-sion-making of farmland transfer-out,and has inhibiting effect on the farmland transfer-in to older farmers.
