The Realistic Foundation and Practical Logic of Village-Level Minimalist Governance:Based on the Case Analysis of S Village in Jiangsu Province
Under the background of the dual transformation of rural society and rural governance,the village-level gover-nance in some areas is faced with a more complex governance situation,such as the deviation of governance content and gov-ernance orientation,formalism in governance work and the neglect of mass autonomy.Minimalist governance at the village level is a traditional model of low-cost and efficient governance that can flexibly use semi-formal power.At present,whether the village-level minimalist governance is feasible is an important problem that needs to be solved urgently.Through a sur-vey study of the village-level minimalist governance in S Village,Yangzhou City,Jiangsu Province,the article finds that with the effective curbing of formalism,enabling village officials to devote time and energy to village governance affairs,and by treating village households as the key governance units,village officials taking responsibility for each group and promoting vil-lagers'self-governance,it is possible to achieve efficient minimalist village governance.Therefore,we promote the village-level minimalist management,fully activate the villagers'self-governance,make primary-level governance subject have time and space for the substantive management of people,and establish effective villagers'self-governance mechanism.This is the important premise to realize village-level minimalist governance,and also an effective way to promote the modernization of primary-level management.
