There are provisions in highway standards and specifications for setting up slow lanes on the first-class and second-class highways,the slow lane is closely related to slow-moving vehi-cles and non-automobile traffic.There is no explanation of slow-moving vehicles and non-automo-bile traffic in the standard provisions and interpretation,which brings confusion to designers and management departments on how to design and manage slow lanes.The traffic types are analyzed in detail,and the relationships between automobile and non-automobile,motor vehicles and non-motor vehicles and slow-moving vehicles are determined.The difference between the slow lane and the non-motorized lane is pointed out.Recognize that the slow lane is neither a motorized lane nor a non-motorized lane,but a mixed lane that allows the use of slow-moving vehicles(low speed vehicles),non-motorized vehicles and pedestrians.It is helpful for highway designers and managers to design and manage slow lanes.
