Guided by the spirit of the Third Plenary Session of the 20th Central Committee of the Commu-nist Party of China,this paper defines the rich connotations and characteristics of the dual advantages of policy and resources and their role in fostering new driving forces for high-quality economic development.It proposes that the internal logic of fully enhancing the new driving forces for high-quality economic development in Xizang lies in adhering to the Party's leadership as the fundamental guarantee,relying on policy and institutional sup-port as external conditions,utilizing resource endowments as the internal foundation,promoting a dual synergis-tic development mechanism as the driving force,and ensuring high-quality development and the well-being of the people as the essential requirements.
