基于SDGs的徐州市国家可持续发展议程创新示范区建设评价

国家可持续发展议程创新示范区(简称创新示范区)的建设,可为同类城市可持续发展建设起示范作用,更为促进联合国可持续发展目标(SDGs)的实现提供中国实践经验.基于SDGs指标框架,结合徐州创新示范区的资源禀赋和发展基础,利用驱动力-压力-状态-影响-响应-管理(driver-pressure-state-impact-response-management,DP-SIRM)模型,分层次、分类别地选取指标,构建徐州创新示范区本土化的SDGs评价指标体系,开展建设效果评估的实证研究,探究建设过程中的障碍因子.结果表明:徐州创新示范区可持续发展建设水平在2017-2022年的平均年增长率为11.91%,发展潜力充沛;建设中的障碍因子主要在居民收入、资源利用等方面.徐州市的可持续发展建设,可进一步在民生保障、生态治理、乡村振兴、科创集群等领域加大力度.
Evaluation on construction of Xuzhou National Sustainable Development Agenda Innovation Demonstration Zone based on SDGs
The establishment of Innovation Demonstration Zone of National Sustainable Development Agenda(re-ferred to as Innovation Demonstration Zone)can play an exemplary role in the sustainable development of similar cit-ies and provide Chinese practical experience for promoting the realization of Sustainable Development Goals(SDGs)of the United Nations.Based on SDGs indicator framework and combined with the resource endowment and develop-ment foundation of Xuzhou Innovation Demonstration Zone,driver-pressure-state-impact-response-management(DPSIRM)model was applied to select SDG indicators in a hierarchical and classified manner to construct a localized SDG evaluation index system for Xuzhou Innovation Demonstration Zone,so as to conduct an empirical research on the evaluation of the construction effect of Xuzhou Innovation Demonstration Zone and explore the obstacles in the construction process.The results indicated that the average annual growth rate of sustainable development construc-tion level in Xuzhou Innovation Demonstration Zone from 2017 to 2022 was 11.91%,showing abundant potential for development,and the obstacle factors in construction mainly lied in residents'income,resource utilization and other aspects.For the sustainable development of Xuzhou city,greater efforts can be further made in livelihood security,ecological governance,rural revitalization,and science and technological innovation clusters.
