西藏县域发展应以衔接农业农村发展需要和农牧民生产生活需要为基调,坚持城乡融合、分类施策、创新驱动的发展原则,在做好巩固拓展脱贫攻坚成果同乡村振兴有效衔接的基础上,强化粮食安全意识,推动县域粮食经济快速发展;加快推动农牧业绿色转型,助推县域经济高质量发展;推进县域基础设施和公共服务一体化,促进县域内城乡融合发展;大力提升县城综合承载力,保障农牧民在城乡之间可进可退;创新县域基层党建模式,改进党对统筹县域发展与乡村振兴工作的领导.
Abstract
In the Tibet Autonomous Region(TAR),county development ought to prioritize linking the re-quirements of rural and agricultural development with the livelihood and productivity requirements of farmers and herders.Uphold the values of innovation-driven development,classified policies,and ur-ban-rural integration;increase public awareness of food security;and encourage the swift growth of the county's food economy by drawing clear connections between the successes of rural revitalization and poverty alleviation.Quicken the transition of agricultural and animal husbandry to more environmentally friendly practices and encourage the county economy to grow in a superior manner;Encourage the coordina-ted development of the county's rural and urban areas,as well as the integration of public services and infrastructure;actively enhance the county's overall bearing capacity to guarantee farmers'and herdsmen's ability to advance and retreat between rural and urban areas;it is crucial to enhance the Party's leadership in coordinating county development and rural rejuvenation,and reinvent the party building model at the county level.
