论对口支援西藏的历史性贡献

摘要
以"分片负责,对口支援,定期轮换"为内涵的对口援藏,成为西藏经济社会发展和中国特色社会主义建设的一项重要制度.在西藏与全国一道推动实现"第二个一百年"奋斗目标的新时代,对口援藏的地位更加重要,作用更加突出.科学看待对口援藏自身的制度变化与历史性贡献具有重要意义.对口援藏的历史性贡献主要表现为它是"差别化的区域性政策"的实现形式,在实践中逐步实现对口援藏的体制化、体系化以及培育出援藏精神.这三个方面相互贯通、有机统一,为开创援藏工作新局面提供了科学指南,更好地推动对口援藏迈向新阶段.
Abstract
The notion of Pairwise Aid to Tibet has grown to be a key institutional foundation for Tibet's social and economic growth as well as the creation of socialism with Chinese characteristics.In the current era of collective national endeavor to realize the objectives of the"Second Centenary",Pair-wise Aid to Tibet has assumed a more prominent position and significance.Examining the institu-tional modifications and historical contributions of this initiative is quite important.The major ways that Pairwise Aid to Tibet has contributed historically have been through the implementation of"differentiated regional policies",the progressive institutionalization,and the spirit of this initiative.These three factors are inextricably linked and naturally cohesive,offering a scientific framework for developing a new phase of the Pairwise Aid to Tibet and more effectively advancing it towards fu-ture phases.
