摘要
太平洋战争爆发后,美国政府出于轰炸日本本土、执行"马特霍恩计划"的现实需要,主动寻求与中国共产党进行军事气象合作.1944 年 6 月下旬,美国副总统华莱士来华与国民党协商军事合作问题,气象情报需求成为美军观察组得以赴延安的重要因素之一.中国共产党从统一战线和加快对日作战的实际情况出发,秉持平等友好的态度,对美军观察组表示欢迎.双方曾在建立气象站、搜集和传递信息、培训气象人员等方面进行全面合作,后因美国政府对华政策的转变使双方合作告终.延安时期中国共产党与美军观察组的气象合作不仅有助于美军对日轰炸行动,也为后来中国共产党独立自主地开展气象工作积累了技术经验.总结这一时期双方气象合作的历史经验,对于新时代更好地推进中美关系良性发展具有一定的借鉴意义.
Abstract
After the outbreak of the Pacific War,the U.S.government took the initiative to seek military and mete-orological cooperation with the Chinese communists out of the practical needs of bombing the Japanese mainland and implementing the"Matterhorn plan".In late June 1944,U.S.Vice President Wallace came to China to negotiate with the Kuomintang the military cooperation,and the need for meteorological information became one of the impor-tant factors for the U.S.military observation group to go to Yan'an.Proceeding from the united front and practical needs,the CPC upholds an equal and friendly attitude and welcomes the U.S.military observer group.The two sides cooperated in setting up weather stations,collecting and transmitting meteorological information,and training meteorological personnel,but the cooperation between the two sides was eventually terminated by changes in US military strategy and political attitude.During the Yan'an period,the meteorological cooperation between the CPC and the U.S.military observation group not only contributed to the U.S.military's bombing campaign against Ja-pan,but also accumulated technical experience for the CPC to carry out meteorological work independently.Sum-marizing the history experience of meteorological cooperation between the two sides during this period has certain reference significance for better promoting the sound development of China-US relations in the new era.
